what can we do with Local file download/ File download vuln. Windows ?

hi i want to know what are the security files which are imp. which lead it to hack the Server and get acess to CMD its on Server=Apache-Coyote/1.1

and i am able to download all files but not admin locked files so can anybody help me ?
